Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4320 -- “A BILL to amend and reenact §16-29-1 of the Code of West Virginia, 1931, as amended, relating to and clarifying the process of providing copies of health care records that are  to be furnished to patients, and to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §16-29-3 relating to a parent or guardian’s access to the health care records of their minor child; and relating to a requirement that no release, authorization, nor any form of permission from or by the minor child shall be required or requested as a prerequisite for the parent or legal guardian to obtain the medical records.”;
